Strategic-operational alignment in times of turbulence: a bibliometric and systematic review

Abstract

In an era of heightened environmental turbulence and operational disruption, the strategic-operational alignment of organizations has become increasingly critical. This study combines bibliometric mapping and a systematic literature review (SLR) to investigate how alignment between strategy and operations evolves in the face of uncertainty. Drawing from 376 Scopus-indexed publications (2015–2025), and synthesizing 14 core articles, the research reveals a conceptual shift from static fit models toward dynamic alignment frameworks. Findings indicate that alignment is best understood as an iterative, multi-level process enabled by dynamic capabilities, real-time data systems, and digital integration. The most influential contributions in the field emphasize resilience by design, context-specific strategy adaptation, and the emergence of hybrid alignment models. To capture these complexities, the study proposes a theoretical integration of the Resource-Based View (RBV), Dynamic Capabilities Theory, and Environmental Turbulence Framework. This research contributes to strategic management literature by mapping the intellectual landscape, clarifying thematic trends, and offering actionable insights for navigating volatility. It also outlines future research opportunities in measurement, simulation, and sector-specific investigation.
